The aim and main objectives of the research project. The aim: to develop diversified recommendations for strengthening the resilience of newly created territorial hromadas based on the research of current state and dynamics of the partnerships and financial components of resilience and on the study of the leading world experience in their development. Objectives: 1. To summarize research approaches to understanding, assessing and monitoring community resilience. 2. To interpret modern concepts of local development in the basis of community partnership. 3. To reveal the available theoretical results of the study of the financial resilience of local budgets. 4. To investigate and characterize the financial instruments operating in Ukraine to ensure the development of territorial communities. 5. To analyze and typologize the models of partner behaviour in the newly created territorial hromadas. 6. To adapt the methodology for assessing the financial resilience of local budgets to Ukrainian realities. 7. To test the developed methodology for assessing the financial resilience of local budgets on the data of territorial hromadas of Zakarpattia region. 8. To analyse the impact of decentralization processes on the level of financial resilience of local budgets. 9. To develop approaches and interventions for enhancing partnerships in territorial hromadas. 10. To identify ways to increase the level of financial resilience of local budgets. 11. To outline the priority areas for improving financial instruments to ensure the resilience of territorial hromadas.
