28 березня 2017 року на Українському радіо в програмі «Інший погляд» на тему: «Трудова книжка в електронному форматі: переваги та недоліки майбутнього нововведення» взяла участь провідний науковий співробітник сектору соціальних ризиків у сфері зайнятості населення Інституту демаграфії та соціальних досліджень імені М.В. Птухи НАН України кандидат економічних наук Ірина Новак.
За словами І.Новак, перша трудова книжка з’явилася в середині XVIII ст. у Франції. Тоді вона засвідчувала факт наявності трудових відносин та підтверджувала інформацію про попереднє місце працевлаштування людини. В цьому сенсі трудова книжка є наближеною до письмового трудового договору, або сучасною мовою – до резюме.
В Україні трудові книжки залишилися у спадок від Радянського союзу. Наразі на сайті Верховної Ради України розміщено новий проект Трудового Кодексу, проте в ньому й досі в різних статтях зазначена трудова книжка як документ, який видається працівнику після розрахунку та вимагається при зарахуванні на роботу.
«Профільний комітет ВР на минулому тижні готував Трудовий Кодекс Україні до другого читання. Наразі я не можу сказати, чи обговорювалося там це питання, і яке було прийнято рішення», - зауважила І.Новак.
І.Новак також наголосила, що починаючи з 2000 року в Україні існує персоніфікована база внесків до Пенсійного фонду. В цій базі даних по кожній людині ведеться облік заробітної платні. Досвід європейських країн свідчить, що відмовлятися від паперових книжок потрібно тоді, коли вже сформовані трудові бази.
«Оскільки можемо говорити про те, що в нас ці бази вже сформовано, технічно відмовитися від паперових трудових книжок не так вже й складно. Проблема постає лише для людей, які при виході на пенсію підтверджують свій пільговий стаж за роботу у важких і шкідливих умовах праці, зокрема шахтарі, металурги та ін. », - зазначила І.Новак.
