Про залученість українців до міграційних процесів, а також поступову зміну цінностей у нашому суспільстві в ефірі програми «Донбас. Реалії» української редакції інформаційної служби «Радіо Свобода» розповів заступник директора з наукової роботи Інституту соціології НАН України доктор філософських наук Євген Головаха.
На прохання журналістів учений прокоментував результати опитування, яке на замовлення видання «Дзеркало тижня» провів Київський міжнародний інститут соціології (КМІС). Ішлося, зокрема, про те, що згідно з цим дослідженням близько третини наших співгромадян розглядають для себе можливість виїхати з України – вже зараз або пізніше, за сприятливих обставин. За словами Є. Головахи, міграційні настрої українців у цілому не посились, адже й раніше перебували приблизно на тому ж рівні. Крім того, як показує досвід, до реальних кроків у цьому напрямі вдається лише чверть потенційних мігрантів. Причому навіть це не означає, що вони справді виїдуть. З іншого боку, навіть така кількість є чималою для України, особливо на тлі нинішніх втрат, пов’язаних із багатьма внутрішніми проблемами, в тому числі демографічними – низькою народжуваністю, високою смертністю тощо. Така міграція населення є, радше, негативною для країни. Тому спільноти, котрі, як і Україна, втрачають кваліфіковану робочу силу, намагаються цьому запобігти. В Польщі й Румунії, наприклад, створюються державні програми, спрямовані як на стримування еміграції, так і на повернення тих, хто вже виїхав. На жаль, Україна має для цього не так багато можливостей, однак із урахуванням досвіду сусідів, конче необхідно вживати всіх заходів.
За словами Є. Головахи, дані, отримані під час проведення одного з нещодавніх опитувань вітчизняної соціологічної групи «Рейтинг», продемонстрували, що пошук заробітку не є головною причиною еміграції українців – він посідає лише третє місце в переліку спонук до виїзду. Першість отримало бажання жити комфортно, на другому місці – прагнення забезпечити майбутнє своїх дітей. На останній мотив варто звернути особливу увагу, стверджує Є. Голова, оскільки він показує, що чимало українців не вірять навіть у те, що добре в Україні житимуть бодай їхні діти. З огляду на це, вже зараз потрібно створювати умови, які формуватимуть в українців оптимістичне бачення свого майбутнього на Батьківщині.
З іншого боку, останні соціологічні опитування засвідчують, що близько половини українців, які раніше вже працювали за кордоном, не мають наміру повторити цей досвід. Є. Головаха зазначає, що більшість наших співгромадян виїжджають на заробітки в двох напрямах – до Польщі та РФ. Але причини, котрі змушують їх повертатися додому, різняться. Якщо в Польщі українцям у цілому важко пристосуватися (колишні тамтешні українські мігранти відзначають зверхнє до себе ставлення місцевого населення – як до людей «другого ґатунку»), то в РФ виникають труднощі з пошуком житла. Крім того, відлякують проблеми з дотриманням прав і свобод людини.
Як зауважує Є. Головаха, взагалі не замислюються про еміграцію понад 60% опитаних. Проте міграційні настрої є досить відчутними серед молоді. Причина такого стану справ – наявність межі (або ж так званої «стелі») професійного зростання навіть для найкваліфікованіших фахівців (причому незалежно від галузі). Прагнучи до максимальної самореалізації, українська молодь обирає Європу та США, бо там такої межі немає, а попит на кваліфіковану робочу силу стабільно високий. Доки професійна «стеля» зберігатиметься, наша країна продовжуватиме втрачати свої найкращі кадри. Але ж і тут можна взяти на озброєння успішний зарубіжний досвід. Наприклад, після проведення медичної реформи та наближення зарплатні в галузі до європейського рівня в Грузії припинився процес масової еміграції лікарів.
Загалом, бажання жити на Батьківщині та приносити їй користь, стверджує Є. Головаха, є цілком природним, хоч у деяких випадках – і нераціональним (наприклад, за важких кліматичних умов). Його можна описати відомим прислів’ям «Де народився, там і знадобився». «За цим стоїть наступність: тут були батьки, тут були діди – і ти відчуваєш за собою величезну традицію. І тут будуть твої діти, які пам’ятатимуть про тебе. Покинути свою країну – дуже серйозна річ. Перше покоління мігрантів ніколи не стає повноцінними, у всіх відношеннях, громадянами [своєї нової країни], навіть якщо отримує громадянство. Вони до кінця життя почуваються «не такими». Лише друге покоління остаточно вписується в це середовище. Тому багато хто не хоче виїжджати. Це – перша причина. Друге, що дійсно є дуже важливим: та культура, в якій ти виріс, дає тобі величезні шанси на самореалізацію. В чужій культурі це – проблема, хоч є і окремі винятки», – підкреслює науковець.
Є. Головаха також розповів, що українська культура змінюється, попри те, що традиції й цінності демонструють найбільшу стійкість. Це засвідчують результати спрямованого на виявлення змін в українському суспільстві щорічного моніторингу, який уже 27 років проводить Інститут соціології НАН України. Зрушення, що торкнулися згаданої сфери, надзвичайно повільні, проте очевидні. Результати опитувань засвідчують, що цінності українців, як, зрештою, й практично в усьому світі, змінюються від традиційних (таких, як безпека, матеріальний добробут, родина) до постматеріальних (свободи, самореалізації, взаємодопомоги).
