TECHNOLOGY OF CREATION A TELECOMMUNICATION NETWORK IN NATURAL DISASTER AREA BASED ON SMALL UNMANNED AERIAL VEHICLES

In this work it was solved an important scientific and technical task that is to develop an efficient technology of operational synthesis of telecommunication network based on small unmanned aerial vehicles in the disaster zone in the rapid and unpredictable movement of mobile subscribers. It was developed and implemented a method of increasing the capacity of the mobile ad hoc networks with placement control of telecommunication aeroplatforms based on small unmanned aircraft, that can reach close to the extreme values of network throughput in real time, which is a crucial requirement in the organization of search and rescue operations of Ministry for emergency situations units. It was developed and implemented a method of adaptive synthesis for optimal power consumption control law of small unmanned aircraft, which is used as a relay aeroplatform for telecommunication networks, featuring by a combination of the method of Lyapunov function and the gradient method for building adaptive systems, depending on the intensity of external stochastic perturbation and the rate of change of object control parameters. It was developed and implemented a method for remote radiation monitoring from board of small unmanned aircraft, which compares favorably with existing analogues by monitoring dispatch of specifically selected object (territory, road, transport, nuclear power facilities, etc.), high reliability of measurement results (it was proposed new algorithms for γ-spectrum analyzing), high spatial resolution and economic efficiency. The world level of work it is shown by advantage of new technology over existing analogs, which allow to increase network throughput of mobile ad hoc networks (on average 15-20%), lower the fuel costs for unmanned aircraft control (on average 13-15%), increase the efficiency of planning and re-planning of the network, reduce the cost of creating a telecommunication network in the disaster zone average of 10% compared to the best previously known methods. In this case, if the cost of deployment of telecommunications network in 1 billion, a saving is 100 million uah. Research results are displayed in 24 articles, 30 abstracts. Total number of authors’ publications – 61 (including 28 articles, 33 abstracts).
