The Research Papers’ Series consists of one individual monograph, individual chapters in 8 collective studies, 17 individual scientific papers (including in foreign academic periodicals), 12 reports published during 2007-2013. The papers introduce the theoretical and methodical bases of the deployment of a new social policy mechanism in Ukraine. The mechanism is presented as cross-sector partnership, which appears to be a continuous cooperation among three society sectors: state, nongovernmental nonprofits and private for-profits. The papers claim that the doctrine of cross-sector partnership as a social policy tool must be considered within the welfare economics concept. The prerequisites hereto are as follows: the cross-sector partnership’s nature is considered as resource-making and resource-saving; it renders harmless of negative externalities (internalizes them); it is regarded as a form of social capital and an effective mode of increase in human capital. The papers define a link between cross-sector partnership and tripartism. The institutional and organizational principles of the cross-sector partnership’s deployment are described as well. The papers develop the complete economic-organizing model of full-scale deployment of cross-sector partnership meeting new challenges in social environment of Ukraine. Community foundation serves as a basic element of the model presented. The community foundation in the considered model is authorized to employ wide range of relevant tools for infrastructural backup of social policy in the regions of Ukraine. The most important of the tools are: social out-contracting, social granting, corporate social responsibility outsourcing and venture philanthropy. The papers pioneer the use of corporate social responsibility outsourcing and venture philanthropy in social policy of Ukraine and urges bringing about some relevant improvements of social out-contracting, being deployed in the country to date. A set of legislation system reforms should be implemented for the proper functionality of the developed model. The reforms should involve reinforcement of the regional regulations, providing favorable administrative and fiscal conditions for full-scale introduction of cross-sector partnership advantages into social policy of Ukraine.
