During the seminar |
Scientific and Practical Seminar “International Cooperation in the Field of Marine Scientific Research – an Important Factor in the Development of Black Sea Regional Projects of the Intergovernmental Oceanographic Commission of UNESCO and European Union” was held at the Great Conference Hall of the National Academy of Sciences of Ukraine on October 19, 2017.
The seminar was conducted in accordance with the work plan for the current year of the Interdepartmental Coordination Council on Marine Research Affairs of the Ministry of Education and Science of Ukraine and the National Academy of Sciences of Ukraine. The organizer of the seminar was Scientific Hydrophysical Centre of the NAS of Ukraine, with the assistance of Department of Earth Sciences of the NAS of Ukraine, Institute of Marine Biology of the NAS of Ukraine, Odessa І.І. Mechnikov National University and Kyiv charitable organization “Marine Charitable Foundation”.
The aim of the seminar was to discuss the prospects for joint scientific operations and investigations of the Black Sea, as well as other parts of the World Ocean in the interests of:
• acquainting colleagues with the main results from the Black Sea scientific research;
• combining efforts to establish permanent scientific contacts;
• mobilization of knowledge and human resources in support of the realization of the IOC/UNESCO initiatives;
• identifying new opportunities for participation in enhancing cooperation within the IOC in developing the potential of marine science;
• provision of clear coordination of cooperation at regional, national and individual levels within the framework of the relevant IOC programs;
• facilitating the preparation of joint grant applications.

Representatives and leading scientists of the institutions and organizations of the National Academy of Sciences of Ukraine, the Ministry of Education and Science of Ukraine, the Ministry of Ecology and Natural Resources of Ukraine and foreign guests have participated in the seminar.
The seminar was focused on the following issues:
• complex oceanographic research of the Black Sea (current state and prospects for using modern marine technologies);
• possibilities for applying some provisions of IOC criteria and guidelines on the transfer of marine technology regarding the exchange of modern marine technologies used in scientific research of the Black Sea (in this case term “marine technology” refers to instruments, equipment, vessels, processes and methodologies required to produce and use knowledge to improve the study and understanding of the nature and resources of the ocean).

First Vice-president of the NAS of Ukraine Academician Anton Naumovets and Director of Scientific and Technological Development Department of the Ministry of Education and Science of Ukraine Doctor Dmytro Cheberkus addressed welcoming speeches to the seminar’s attendees. Chairman of the Interdepartmental Coordination Council on Marine Research Affairs of the Ministry of Education and Science of Ukraine and the National Academy of Sciences of Ukraine Academician Valeriy Eremeev made introductory speech. The presentation of the event and invited guests was made by Chairman of the seminar – Director of Scientific Hydrophysical Centre of the NAS of Ukraine Doctor of Geographical Sciences, Professor Oleksandr Shchyptsov.

During plenary discussions the seminar’s participants have exchanged scientific information on topical research priorities in the field of marine geophysics, marine meteorology and regional oceanography, marine geology and marine ecology.

During the Seminar was noticed the importance of the systematic conduct on marine expedition research on vessels as an integral part of the World ocean effective scientific research.
At the same time, it was stressed that Ukrainian scientists are in urgent need of a research vessel for conducting full-scale marine scientific research.
In addition, a Memorandum of Understanding was signed between the Institute of Oceanology of the Bulgarian Academy of Sciences and the Scientific Hydrophysical Center of the NAS of Ukraine within the framework of the seminar. Head of the Ocean Technologies Department of the Institute of Oceanology of the Bulgarian Academy of Sciences Doctor Veselka Marinova, Academician Valeriy Eremeev, Director of Scientific Hydrophysical Centre of the NAS of Ukraine Doctor of Geographical Sciences, Professor Oleksandr Shchyptsov held consultations on the prospects of joint Bulgarian-Ukrainian marine expeditionary research in the Black Sea using the research vessel “Akademik” (flag of Bulgaria) in June-July 2018.

Within the program of the event the Chairman of the seminar Ukraine Doctor of Geographical Sciences, Professor Oleksandr Shchyptsov and Director of Scientific and Technological Development Department of the Ministry of Education and Science of Ukraine Doctor Dmytro Cheberkus together with Mr. Francois Soulet de Brugiere and Mr. Sylvain Rigollet as well as representatives of Kyiv charitable organization “Marine Charitable Foundation” discussed prospects of:
• cooperation between French and Ukrainian oceanologists in the joint organization, financing and conduct of marine expeditionary research, including in the waters of the Antarctic and Atlantic;
• meet the request of the Ukrainian organization “Marine Charitable Foundation” concerning possibility to transfer a French oceanographic vessel to the NAS of Ukraine (mentioned request was contained in the appeal of “Marine Charitable Foundation” to the Embassy of France in Ukraine in March, 2017).
In the final part of the event, the participants unanimously emphasized (in accordance with the Resolution “Oceans and the Law of the Sea” adopted by the General Assembly of the UN on 23 December 2016) that:
• promoting the voluntary transfer of technology is an essential aspect of building capacity in marine science;
• international ocean science cooperation is essential to increase scientific knowledge, develop research capacity and transfer marine.
