He was born May 28, 1942 in Derekivshchyna village of Lokhvytskyi district of Poltava region in family of collective farmers. Father (Khomenko Semen Grigorovich) was killed at the front during the Great Patriotic War. Mother (Khomenko Maria Efremova) died in 1970. From 1949 to 1959 studied at the Yakhnytsky secondary school of Lokhvytsky district. From 1959 to 1961 worked as farmer in the collective farm Comintern of Lokhvytskyi district of Poltava region. From 1961 to 1966 studied at the Physics Department of the Kiev State University, specializing in X-ray metallophysics. From 1966 to 1969 worked in the Institute of Metal Physics as an engineer. In September 1969, enlisted at the Institute of General and Inorganic Chemistry, where worked as a senior engineer until August 1971. From August 1971 to September 1973 served in the Soviet Army in the rank of lieutenant-engineer. Since 1973, resumed his position as Senior Engineer at the Institute of General and Inorganic Chemistry. Since 1989 works as a leading engineer-technologist.
His activity is aimed at crystallographic investigations of crystalline samples. He researched the phase transformations and the peculiarities of the structure of various oxide compounds, also investigated by X-ray diffraction method the samples for the staff of the scientific departments of the IGIC. He is a co-author of more than 60 scientific works, including 9 author's certificates.
