SSTC NRS is an enterprise, created on the basis of state ownership, it has a status of a legal entity, keeps its independent balance, bank accounts, and a seal with its title and a logo.

To arrange efficient scientific cooperation between organizations of the National Academy of Sciences of Ukraine and the State Nuclear Regulatory Committee of Ukraine (SNRCU), create conditions to improve efficiency and further development of SSTC NRS scientific and technical potential, according to joint Order of SNRCU and the National Academy of Sciences of Ukraine (NAS of Ukraine) No. 612/192 of 25 November 2008, SSTC NRS was given the rank of dual subordination, namely – SNRCU, according to the legislation, administers the property possessed by SSTC NRS, and NAS of Ukraine carries out scientific and methodological guidance of the SSTC NRS activity.

The main SSTC statutory tasks are:

• scientific and technical substantiation of principles, criteria and requirements in nuclear and radiation safety;
• development of standards, rules and regulations in nuclear and radiation safety;
• scientific, analytical and expert support in regulating nuclear energy use and radiation technologies;
• assessment of current status of nuclear and radiation safety of nuclear facilities and radiation technologies, estimating the risk from their use;
• summarizing the experience in use of nuclear facilities and ionizing radiation sources;
• development of scientifically justified recommendations on enhancement of safety level of nuclear facilities and ionizing radiation sources;
• information, analytical, and expert support to the SNRIU emergency response system;
• scientific and technical support to the state accounting system of nuclear materials and control over their storage;
• acquiring and applying the advanced experience in safety analysis and risk estimation of nuclear facilities operation and use of radiation technologies;
• preparing analytical documents on the state of nuclear and radiation safety at nuclear energy facilities.
